CBSA CARM Compliance Support

CARM Compliance Services for Canadian Importers

As of October 21, 2024, the CBSA Assessment and Revenue Management system has changed how importers manage duties, taxes, financial security, broker delegation, and commercial accounting through the CARM Client Portal.

If your CARM setup is incomplete or incorrect, your shipments may be delayed, your customs broker may lose access, and your ability to import into Canada can be disrupted.

What Changed

CARM Is No Longer Optional

CARM changes how importers interact with CBSA. Importers are now responsible for managing portal access, financial security, import accounting, broker authorization, statements of account, and payment visibility.

Importer-Owned Accounts

You now manage your own Statements of Account, payments, corrections, and account visibility directly through the CARM Client Portal.

Financial Security Required

To maintain Release Prior to Payment privileges, importers must understand and manage their own RPP financial security requirements.

Broker Access Must Be Delegated

Your customs broker cannot act on your behalf unless the correct delegated authority is completed inside the CARM Client Portal.

Risk Points

Where Importers Get Stuck

CARM is more than a registration step. Gaps in access, delegation, financial security, or accounting visibility can create operational problems at the border.

Incomplete Portal Setup

Missing users, incorrect business structure, or incomplete registration can block transactions and create delays.

RPP Security Misalignment

Incorrect financial security planning can impact cash flow and reduce the efficiency of goods release.

Broker Authorization Issues

If delegation is not configured correctly, your customs broker may not have the authority needed to support clearance.

Payment & Accounting Confusion

Importers now need visibility into statements of account, billing cycles, duty payments, and corrections.

  • Businesses relying on customs brokers for cross-border clearance
  • Importers unsure if their CARM setup, delegation, or RPP security is complete

Ensure Your CARM Compliance Is Set Up Correctly
