Common Questions

Canadian Customs FAQ

CARM (CBSA Assessment and Revenue Management) is Canada's modernized system for managing customs duties, taxes, and commercial import processes. All importers must now register for a CARM Client Portal account and manage their financial security directly with CBSA. Frontier assists with CARM registration, portal setup, financial security arrangements, and ongoing compliance. Visit our CARM Guide for a full breakdown.
A Non-Resident Importer (NRI) is a business based outside of Canada that registers to import goods into Canada without a physical Canadian presence. If you're a US-based or international company selling to Canadian customers, becoming an NRI allows you to control the import process, own the duty liability, and deliver a better landed cost to your buyers. Frontier handles the complete NRI setup including Business Number application, GST/HST registration, and CBSA importer account establishment.
The Visual Importer portal is available to active Frontier Canadian Customs clients. Once your account is set up, you can log in at vi.bfes.descartes.com to access your daily statement of accounts, retrieve B3 documents and commercial invoices, run customs reports, and monitor entry activity in real-time. If you are a current client and don't yet have access, contact us to apply. A step-by-step guide is available in this PDF.
Standard CBSA clearance takes 24–48 hours when documentation is complete and accurate. Expedited clearance can be as fast as 2–4 hours for time-sensitive shipments. Clearance times depend on commodity classification, required PGA permits, CBSA examination rates, and workload at the port. Our team monitors every entry in real-time and addresses issues immediately to prevent delays.
CUSMA (Canada-United States-Mexico Agreement) is not mandatory, but qualifying goods can enter Canada duty-free — so not claiming it costs you money. Our team evaluates every shipment for CUSMA eligibility, prepares Certificates of Origin, and ensures proper documentation. For a full overview, visit our USMCA / CUSMA Guide.
Standard documents include: Commercial Invoice with detailed product description, value, and country of origin; Canada Customs Invoice (if value exceeds CAD $2,500); Packing List; Bill of Lading or Air Waybill; and Certificate of Origin if CUSMA applies. Depending on the commodity, additional permits or certificates from CFIA, Health Canada, Transport Canada, or other PGAs may be required. Our team will walk you through exactly what's needed before your shipment moves.
